Salzburg faces a serious land availability problem. A recent study commissioned by the Chamber of Labor found that many municipalities rely on outdated development concepts, some over 30 years old. Rising demand and limited supply are pushing housing prices higher.

Current Housing Situation

According to the “So baut Salzburg” study, only about 1,000 new apartments are planned for 2025 — far fewer than in previous years. This comes amid high demand and an 11.5% year-on-year price increase. The average new apartment in Salzburg now costs around €510,000.

Key Findings

The study examined around 250 projects expected to deliver about 5,000 new residential units between 2022 and 2024. Commercial developers account for 60% of new construction, while public developers build 38%. Around 1,900 units were expected to be completed in 2024, but 2025 plans look far more modest, risking a severe housing deficit.

Why Development Is Stalled

A third of municipalities still use development concepts that have not been updated in over 30 years. High housing prices, driven by limited new projects and rising demand, create additional pressure. Land and construction taxes also add to costs, making new projects less attractive.

Possible Solutions

Reforming the management of perpetual contracts could attract new developers. Building more subsidized apartments in central areas would help lower prices. Reducing land and construction taxes would make projects more viable.

The land supply situation in Salzburg remains difficult. Outdated planning, high prices, and tax burdens create serious obstacles. But targeted reforms — better management, more subsidized housing, and tax relief — offer a path forward.
